DEFINITION
This is senior-level supervisory or specialized professional work in planning and policy development. Responsibilities may include serving as a unit chief or independently performing specialized professional work in one or more of the following areas: natural resources, health and social resources, correctional services, recreation, economics, or public administration.
This position is responsible for coordinating the states Third Party Tester
(TPT) administrative function. Oversee TPT program activities to ensure
timeframes and goals are met. Evaluate TPT performance according to
contractual requirements. Oversee policies, rules, regulations and
procedures within Commercial Driver License (CDL) and that TPT is in accordance
with current state and federal laws, rules and regulations. Compile
information, statistical data and reports. Establish methods for the
prevention and detection of CDL fraud. Review and analyze current CDL and
TPT programs and procedures, and make recommendations to effect improvements in
the efficiency, effectiveness, and quality of program areas. Develop and
maintain a reliable reporting system for all activities associated with the CDL
program. Determine the availability of
and coordinate any activities for obtaining any state or federal funding that
may be available for implementing CDL improvement programs. This includes monitoring available grants,
providing recommendations to apply for grants, tracking grants and providing
required reporting updates on grants awarded to the department. Monitor
Federal Administration compliance as well as preparing compliance reports,
audit reviews and recommend corrective action as needed. Review federal

EXAMPLES OF WORK
Serves as a unit chief or specialist developing and/or coordinating comprehensive statewide or regional planning programs, projects, and/or studies.
Supervises and directs professional, technical, and clerical staff engaged in the collection, analysis, and presentation of data.
Provides technical assistance and direction to local, state and federal governments, and private groups regarding present and projected planning needs.
Participates in and/or conducts meetings with groups and officials to facilitate collaboration between federal, state, interstate, and interagency entities, and to improve cooperation.
Provides advice to local and regional planning officials and their staff regarding policies, procedures and planning needs.
Researches and develops, or provides assistance in the formulation of comprehensive planning programs, projects, and/or studies.
Provides recommendations to management regarding strategic planning goals and the establishment of associated implementation procedures and guidelines.
Oversees, or participates in, the review of proposed legislation regarding program priorities, expenditure of funds, and coordination of services; recommends legislative programs and/or projects; prepares testimony for committee hearings.
Serves as technical advisor to staff and provides assistance with difficult assignments; assists with revising projects' objectives and techniques.
Exercises considerable independence, judgment, and initiative; receives general administrative direction; work is reviewed through conferences, reports, and achieved results.
Performs other related work as assigned.

EXPERIENCE AND EDUCATION
(The following requirements will determine merit system eligibility, experience and education ratings, and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers. When practical and possible, the Division of Personnel will accept substitution of experience and education on a year-for-year basis.)
One or more years of experience as a Planner II with the Missouri Uniform Classification and Pay System.
OR
A Bachelor's degree from an accredited college or university; and,
Three or more years of professional experience in research and analysis, program or policy development, and/or management analysis, grant management, budget/fiscal analysis, or a closely related area.
(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.)
(24 earned graduate credit hours from an accredited college or university in Planning, Social Sciences, Public or Business Administration, Environmental Sciences, Public Health, Recreation, Engineering, Architecture, or a closely related area may substitute for one year of the required experience.
