Show Me Proof: Changes In ID Requirements
“Show Me Proof” became effective July 1, 2005, and affects all Missouri driver license, nondriver license, and instruction permit holders. There are three primary requirements: Proof of Lawful Presence, Proof of Identity and Proof of Residency. ATTENTION MISSOURIANS AGE 65 OR OLDER: If you are a Missourian age 65 or older, Gov. Blunt signed into law an exemption for you from the lawful presence requirement if you are renewing a non-commercial permit/driver license or nondriver license. Any Missourian age 65 or older who is renewing a non-commercial permit/driver license or nondriver license may obtain the renewed license without showing proof of lawful presence. If your Missouri permit/driver license or nondriver license is expired more than 6 months (184 days), you do not qualify for this exemption.
ATTENTION MISSOURIANS WITH 15 YEAR MISSOURI DRIVING HISTORY: If you are a Missourian who has held a driver license or nondriver license for 15 years or more, you are eligible to obtain a special one-year non-renewable driver or nondriver license. A one-year license may not be renewed but does provide a full year for you to obtain the required documents for proof of lawful presence.

“Show Me Proof” became effective July 1, 2005, and affects all Missouri driver license, nondriver license, and instruction permit holders. There are three primary requirements:
- Proof of Lawful Presence
- Proof of Identity
- Proof of Residency
To show proof of lawful presence, a U.S. Citizen may show a birth certificate issued by a state or local government (with an embossed or raised seal), a valid or expired U.S. passport, a Certificate of Citizenship, Certificate of Naturalization, or a Certificate of Birth Abroad. Proof of lawful presence is a requirement. Exemption: Missourians age 65 or older who are renewing a driver license or nondriver license are NOT required to show proof of lawful presence. This exemption does not pertain to those age 65 or older who are obtaining a license for the first time or have a license expired for more than 184 days.
To show proof of identity, a Social Security card or Medicare card with your current name can be presented. If your name on the Social Security card or Medicare card does not match your current name, additional documents must be presented to supply proof of your name change. A complete list of documents that will be accepted as proof of identity is available.
After showing proof of identity, you will only need to present proof of identity on future renewals should your name change.
To show proof of residency, you have a variety of options to prove your current address. Examples include a recent utility bill (including phone, electric, gas, water, sewer, and cable), property tax receipt, or most recent bank statement, voter ID card, or any official letter issued within the last 30 days by another state or local governmental agency on its letterhead. Proof of residency will be required each time you apply to renew a driver license, nondriver license, or instruction permit. If you are under the age of 21 and cannot provide proof of residency, a parent or legal guardian may provide such a document on your behalf.
- Resident address is the location at which a person has been physically present and regards as home. A residence address is a person's true, fixed, principal, and permanent home, to which a person intends to return and remain, even though currently residing elsewhere.

Special One-Year Non-renewable License for Missourians with a 15 year Missouri Driving History
Senate Bill 1001 allows any Missourian under age 65 without proof of lawful presence to obtain a one-year license IF a 15 year Missouri driving history exists. The special one-year license cannot be renewed, but does provide a full year to obtain the required documentation for proof of lawful presence.
Special Considerations for Applicants Born 1930 or Before
NOTE: Missourians age 65 or older who are renewing a non-commercial driver license or nondriver license are NOT required to show proof of lawful presence. If your Missouri permit/driver license or nondriver license is expired more than 6 months (184 days), you do not qualify for the exemption. The exemption also does not pertain to those obtaining a new permit/driver license or nondriver license.
U.S. Citizens born 1930 or before who wish to obtain a new Missouri non-commercial driver license or nondriver license, and are unable to obtain a government-issued birth certificate, may provide the following:
- A certified "No Record Statement" from your state of birth plus two supporting documents (listed below). In Missouri, a certified "No Record Statement" may be obtained from Vital Statistics, the same agency that provides certified birth certificates. This verifies that there is no birth record on file.
- Supporting documents include, but are not limited to, military records, child's birth certificate (hospital records are not acceptable), baptismal record, insurance policy, Social Security Administration numident, school records, employment records, and Census Bureau records, etc. The supporting documents should list the applicant’s name, place of birth, date of birth or age at the time the document was issued. Each document does not need to have all of the preceding information but the department needs sufficient information to establish place and date of birth. For example, Military Discharge Papers stating that Mr. John Brown was discharged on March 25, 1945, would not be sufficient since the document does not include Mr. Brown’s place of birth.
