Emissions Program Gets Back into Swing in November

        JEFFERSON CITY – The Missouri Department of Revenue reminded vehicle owners in the St. Louis area that they will need to complete emissions and/or safety inspections to renew their vehicle’s registration.  It is important that motorists understand the extension allowing September and October motor vehicle renewal registrations additional time to have an emissions inspection completed is not applicable to expirations in any other month.

        “We introduced the extension in September and October to allow a smooth transition to the state’s new emissions and safety inspection system, but now that the program is well underway motorists renewing or registering their vehicles need to be aware the regular standards apply,” said Trish Vincent, Director of Revenue.  “One difference customers will see is that because of a new Internet based verification technology, it will be easier than ever before for them to complete their registration.”

        As of November 1, 2007, all motor vehicle license offices will be required to verify emissions and/or safety inspections conducted by the Gateway Vehicle Inspection stations using an online verification site.  This requirement applies to vehicles registered/ primarily operated in St. Louis City and St. Louis, St. Charles, Franklin, and Jefferson Counties.

        In addition to emission and safety inspection verification, Mileage Based Exemptions obtained from the Missouri Department of Natural Resources will also be verified online.  Applicants who qualify for the 40,000 mile emissions exemption for new motor vehicles or the 12,000 mile emissions exemption for used motor vehicles must submit a completed Mileage Based Exemption Request form and appropriate safety inspection forms to DNR at the address on the form.  DNR will issue and mail the emissions exemption certificate to the customer and will also ensure that the online system reflects the exemption approval.  License offices will now be able to verify the applicant’s exemption online immediately upon approval by DNR.  Contract offices cannot issue mileage exemptions.
