Second Contract Office to be Competitively Bid

Gov. Blunt keeping commitment to improve efficiency, service

JEFFERSON CITY – The Missouri Department of Revenue announced today that a second motor vehicle and driver license contract office – in Harrisonville – will be the subject of a Request for Proposals (RFP) to engage the public in an open, competitive bid process for operation of the license office.  The first such public process resulted in the department accepting the proposal of Danah Lewis, West County office manager of 9 years, to operate the West County office.

“The department’s first open bid for a license office was a huge success, and I appreciate Gov. Matt Blunt’s leadership to expand the process to achieve our goal of increasing transparency and improving efficiency and service for Missourians,” said Revenue Director Trish Vincent.  “In Danah Lewis, Missourians got an experienced worker with an eye toward improvement.  We want to continue to examine the results of an open process, and hope for similar results from a competitive proposal for the Harrisonville office.”

To date, Gov. Blunt’s reforms to the license office system have saved Missourians more than $7 million annually.

The department currently contracts with 183 independent contractors throughout the state to provide motor vehicle titling/registration and license services.  As part of continuous efforts to improve service, the department is working to determine if awarding contracts through full and open competition will raise the level of customer service offered to Missourians.

The Request for Proposals (RFP) for the Harrisonville office will be available Friday, January 12, on the state’s On-Line Bidding/Vendor Registration System at https://www.moolb.mo.gov.  The current office location is 2773 Cantrell Road in Harrisonville.

Like the RFP for the West County office, the Harrisonville RFP details requirements for confidentiality, personnel training, office facility and equipment needs, sales and service, security, and record keeping.  “It is vital we set a high standard for customer service,” said Vincent.  “We are always looking at our offices for ways to improve customer service and the bid process will help us continue to achieve this goal.”

A copy of the RFP may be obtained at https://www.moolb.mo.gov.  To review the RFP, select “Guest” on the home page.  Click on “Open Bids by Agency” and scroll through the list of bids until you locate bid number B3Z07127.  Click on the bid number and click it again in the second paragraph of the Open Bid Detail page.  A page will open where you may download the official bid document in a Microsoft Word or PDF format.
