Management of De Soto, Marshfield, Maryville, Overland, Richmond & Warrenton License Offices To Go Up for Bid

In the continuing effort to fulfill Gov. Jay Nixon’s pledge to make government more open, accountable and efficient, the Missouri Department of Revenue and the Office of Administration (OA) today released bid proposals to operate six more local motor vehicle/license offices.

The management of the six offices will be awarded to the person or group that submits the best bid.  Bidders will have five weeks (or until June 2) to submit proposals to OA for the operation of the offices in De Soto, Marshfield, Maryville, Overland, Richmond and Warrenton.

“While some offices in the past have been awarded to chambers of commerce or other non-partisan groups, the vast majority were given to people strictly because of their political connections,” Gov. Nixon said.  “Those days are over. Under our new system, every single license office will be put up for bid, and the management of an office will go to the person or group that submits the best business plan.”

Karen King Mitchell, director of the Missouri Department of Revenue, noted some of the criteria that will be used when the bids are evaluated.

“A potential agent’s plans for customer service are obviously important,” Mitchell said.  “Other factors the department will be rating are an agent’s business experience, their educational background, their financial stability, the appropriateness of the office location and whether or not part of their revenue will be able to be returned to the state.”

Common transactions that take place at local license offices include renewing or applying for a driver’s license, renewing or applying for registration on motor vehicles, boats and outboard motors, and applying for titles and paying sales taxes on these units.
