Competitive Process To Determine Agents for Bethany, Hermitage, Lamar, Mountain Grove, Overland and Plattsburg License Offices
Interested citizens and groups will have the opportunity to compete for the right to operate six local motor vehicle license offices in Missouri.
“In the past, most license offices were given away to people based solely on their political connections,” said Gov. Jay Nixon. “Now, any person or group can bid to operate an office, and they have to tell us in advance exactly how they will run the office and how efficiently they can perform. The goal is to make all 183 offices even more efficient and accountable to the citizens of Missouri.”
The governor also noted that the Missouri General Assembly recently approved legislation that would permanently put his new bidding process into state law.
“Both Republicans and Democrats agreed that the old way of giving away a license office with no goals for customer service was wrong,” Gov. Nixon said.
The six offices that have been put up for bid this week are in Bethany, Hermitage, Lamar, Mountain Grove, Overland and Plattsburg. Bidders will have five weeks (or until July 21) to respond to bid proposals overseen by the Office of Administration (OA). Teams from the Missouri Department of Revenue will evaluate the bids.
Karen King Mitchell, director of the Department of Revenue, said the competitive nature of the bidding process has resulted in quality proposals from people who want to manage the offices. She noted some of the criteria that are evaluated by the department.
“How potential agents serve their customers is obviously an important factor in who is awarded a contract,” Mitchell said. “There are other issues that are evaluated, however, and they include an agent’s business and license office experience, the location, accessibility and security of the office, the fiscal return to the state and whether a bidder is a not-for-profit corporation or a minority/woman-owned enterprise.”
Common transactions that take place at local license offices include renewing or applying for a driver’s license, renewing or applying for registration on motor vehicles, boats and outboard motors, and applying for titles and paying sales taxes on these units.
