Dept. of Revenue Announces Winning Bids for Alton, Ironton, Lexington & Osceola License Offices
JEFFERSON CITY - The Missouri Department of Revenue, using a reformed competitive bidding process championed by Gov. Jay Nixon, today awarded management contracts for four more local license and motor vehicle offices.
"This new bidding system is all about openness, transparency and inclusion," Gov. Nixon said. "Any interested group or person can bid to operate an office, and the professional staff at the Department of Revenue selects the bid that is the most financially responsible and that results in the best customer service."
The four offices awarded today are in Alton, Ironton, Lexington and Osceola. All of the offices will remain at their current locations, except Ironton.
Bidders have the option of returning a portion of the office's revenues to the state. Three of this week's winning bidders will return some of their revenues. The estimated amount of money that will be returned to the state in the first contract year from the 142 offices that have been awarded so far under the new bidding process is $773,482.
The Alton License Office has been awarded to a new agent, Freda Davis of Alton. Davis is a former agent of the Alton office, the current manager of the office, and mother of the current agent, Kristie Rackley. Davis' bid was the only one submitted. The office is located 1.3 miles north of Alton off of Highway 19, just past the intersection with Route AA. No return to the state was included in the bid.
The Ironton License Office has been awarded to a new agent, The Mayfield Group LLC. The company is associated with Lance Mayfield, of Viburnum, who has been the agent of the Viburnum License Office since 1995. The office will move from its current location of 211-D S. Main St. to 116 W. Russell St. The winning bid was one of three submitted, and a 1 percent ($634) return to the state was included in the bid.
The Lexington Area Chamber of Commerce has been named as the agent for the Lexington License Office. The chamber has been the agent for the office since 1975, and its bid was one of two submitted. The office is at 1029 Franklin St., and a 2 percent ($2,653) return to the state was included in the bid.
The current agent for the Osceola License Office, Tammy L. Young of Lowry City, will continue to operate the office. She has been the agent since 2007. Young's bid was the only one submitted, and it included a 1 percent ($488) return to the state. The office is located at the Do It Best Home & Family Center on Business Highway 13.
Details about any changes in office operations, if any, will be announced by the agents.
Although Gov. Nixon authorized the Missouri Department of Revenue to implement the new bidding system in January, it didn't become part of state law until legislation was signed by the Governor this past summer. The new law was overwhelmingly approved by both Republican and Democratic members of the Missouri Legislature.
Of the 142 offices awarded so far, 79 have gone to incumbents or groups associated with incumbent agents. Sixty-three of the offices have been awarded to new agents. Alana M. Barragán-Scott, director of the Missouri Department of Revenue, noted how the reformed bidding process works.
"The Department of Revenue forms teams of randomly-selected and qualified staff members to evaluate the bids for each office," she said. "After a team makes its recommendations, the team leader and department management scrutinize the bids even further. Finally, the Office of Administration ensures that state bidding procedures have been properly followed, and the management contracts are awarded. Losing bidders are sometimes disappointed with the results, but the process is conducted in an open and professional manner."
All local license offices provide services that are overseen by the Department of Revenue, but each office is operated by an independent contractor. Transactions that are conducted at these offices include the issuance and renewal of driver licenses, issuance of titles for motor vehicles, and the issuance and renewal of registration for motor vehicles, boats and outboard motors.
