Nondriver ID for Voting Purposes

On June 1, 2017, the Department of Revenue implemented the provisions of HB 1631 to issue one nondriver ID at no cost to individuals who indicate they do not possess an acceptable form of personal identification to meet voter identification requirements.

If you do not have identification for voting as outlined on the Secretary of State’s website, you may request a nondriver ID for voting purposes at a Missouri license office in your area.

To obtain a nondriver ID for voting purposes at one of the Missouri license offices:

  • Request a nondriver ID for voting purposes;
  • Provide documents verifying:
    • Full legal name, date of birth, place of birth (see acceptable documents);
    • Social security number (verbally or by presenting card); and
    • Missouri residence and mailing address, if different.

Will a Missouri instruction permit meet the requirements for voter identification?

Yes, a Missouri instruction permit is a valid government-issued photo identification with all required data elements that will meet the photo voter identification requirements of 115.427, RSMo.

Will the paper temporary driver license or money receipt only document issued by the license office at the time of application meet photo voter identification requirements?

Yes, the original unexpired temporary driver license or money-receipt-only document includes all required data elements, a picture, a signature and security features and will be acceptable as a government issued identification for voter identification.

What if I want to apply for the nondriver ID for voting purposes but I do not have required documents to verify my name, date of birth, and place of birth?

If you want to apply for a nondriver ID for voting purposes and you do not have the required verification documents, the Missouri Secretary of State’s office will help you obtain the documents you need at no cost to you.
