Medical Benefits

Health Insurance

Three health plan options are available through Missouri Consolidated Health Care Plan (MCHCP). You may enroll yourself, spouse, and dependents in one of the three medical plan options as a new employee or during the annual open enrollment period each October. You must be enrolled in the plan to enroll your spouse or dependents. The three plans include two preferred provider plans and one high deductible health plan with a health savings account. All plans have set premium, deductible, coinsurance, and out-of-pocket maximum amounts.

A state wellness plan is available that provides the opportunity for those that participate to receive a discount on the monthly health insurance premium.

PPO 300

This low deductible based Plan provides the freedom to choose your care from any primary care physician (PCP), specialist, or hospital.

Deductible:
Network - Individual-$300, Family-$600
Non-Network - Individual-$600, Family-$1,200

Coinsurance (must be met after deductible is reached):
Network - 10%
Non-Network - 30%

Out-of-Pocket Maximum:
Network - Individual-$1,375, Family-$2,750
Non-Network - Individual-$2,750, Family-$5,500

PPO 600

This Plan provides the lowest premiums. Much like the PPO 300, you may choose your care from any PCP, specialist, or hospital; deductibles are slightly higher.

Deductible:
Network - Individual-$600, Family-$1,200
Non-Network - Individual-$1,200, Family-$2,400

Coinsurance (must be met after deductible is reached):
Network - 10%
Non-Network - 30%

Out-of-Pocket Maximum:
Network - Individual-$1,500, Family-$3,000
Non-Network - Individual-$3,000, Family-$6,000

Health Savings Account (HSA)

The HSA provides comprehensive coverage for medical expenses and assistance in saving for future medical expenses with tax advantages. MCHCP contributes $300 annually ($25 per month) for individual coverage and $600 ($50 per month) for family coverage.

Prescription Drug Plan

A prescription drug plan, offered through Express Scripts, Inc., is available through your health insurance benefits at no additional cost. You are automatically enrolled in the prescription drug plan when you enroll in a medical plan. Co-payments or coinsurance are required when you purchase prescriptions until the out-of-pocket maximum is reached. A mail order benefit is available and may be used to purchase up to a 90-day supply of maintenance medication for two and a half co-payment amounts.

Dental and Vision Plans

Dental and vision plans are offered through Delta Dental and National Vision Administrators. You may enroll yourself, spouse, and dependents in both dental and vision plans as a new employee or during the annual open enrollment period in October. Once enrolled in a plan, coverage remains in effect for the entire plan year, unless a qualifying life event occurs or you leave state employment.

Employee Assistance Program

An Employee Assistance Program (EAP) through ComPsych is a confidential counseling and referral service that can help you and your family successfully deal with life’s challenges. The EAP is available at no cost to all active employees and members of their household. The EAP allows you and your family to receive up to six free counseling sessions, per episode, per calendar year. The EAP can help with things like stress, parenting, alcohol and drug abuse, marital problems, anxiety, depression, legal issues, financial concerns, and dependent care issues.

Life Insurance

Basic Life Insurance

Basic term life insurance coverage is available in the amount of one times your annual salary through the Missouri State Employees’ Retirement System (MOSERS) at no cost.

Optional Life Insurance

You may purchase additional term life insurance through MOSERS with premiums paid through payroll deduction. You may choose a flat amount in any multiple of $10,000, not to exceed six times your annual salary or $800,000. This amount remains constant, but you will be given an opportunity annually to increase the amount by up to $10,000. The premium is based on your age as of January 1 each year. You may also purchase up to $100,000 on your spouse in increments of $10,000 and coverage on your children in a flat amount of $10,000 per child.

Universal Life Insurance

You may purchase universal life insurance through the Missouri Voluntary Life Insurance Commission (MOVLIC), Allstate. You may insure yourself, spouse, children, or grandchildren. Long-term care providers allow you to access your insurance for long-term care benefits.

Retirement

You are automatically enrolled into the retirement plan administered by MOSERS if you are employed in a benefit eligible position. Employees must contribute 4% to their pension from their gross wages per pay period, if hired on January 1, 2011 or after and have no prior benefit eligible state service. Employees hired prior to January 1, 2011 or those that have prior benefit eligible service credit are part of a non-contributory plan. The amount of each employee’s benefit is determined by age at retirement, months of creditable state service, salary, and payment schedule.

Pay Periods

There are two pay cycles per month. The first pay cycle is from the first through the 15th of each month. The second pay cycle is from the 16th through the end of the month.

Payday for the first pay cycle is on the last working day of the month.
Payday for the second pay cycle is on the 15th of the following month.

If the 15th falls on a Saturday, you will receive pay on the preceding Friday. If the 15th falls on the Sunday, you will receive pay on the following Monday.

Direct Deposit

Direct deposit is a condition of employment with the State of Missouri. The State of Missouri may deposit your pay to an account at any bank or branch that accepts direct deposits. Pay cards may be issued in lieu of direct deposit or if direct deposit is not established within the required timelines.

Annual Leave, Sick Leave, and Holidays

You will earn five hours of annual leave for each semi-month of service, in which you are in pay status for 80 hours or more. Once you have been employed for 10 years, you earn six hours of annual leave per semi-month and once you reach 15 years, you earn seven hours per semi-month.

You earn five hours of sick leave for each semi-month of service, in which you are in pay status 80 hours or more. The amount of sick leave will not increase with length of service.

Cafeteria Plan

You will be automatically enrolled in the premium only categories of the Cafeteria Plan, so your medical, dental, and vision premiums are paid to the vendors pre-tax, if applicable. You may choose to opt-out of the premium only categories. Upon your request, the Cafeteria Plan may also redirect pre-tax dollars into a trust account from which you can later be reimbursed for eligible expenses. Eligible expenses include adult and child care expenses, medical expenses not covered by insurance, and from commuter benefit expenses. A nominal fee is charged each pay period for participation and gross taxable income reported to Internal Revenue Service is lower.

Deferred Compensation

Administered by MOSERS, the deferred compensation plan provides a convenient way to save for retirement through payroll deduction. Both pre-tax and after-tax (Roth) contribution options are available. Plan features include a custom, yet affordable investment lineup, FREE seminars and consultations with local representatives, and convenient online account access. The minimum deferral is $12.50 per pay period or 1% of pay, not to exceed $17,500 annually (2014 tax limits).

Charitable Campaign

The Missouri State Employees Charitable Campaign (MSECC) provides state employees with one unified fundraising campaign to contribute to charitable organizations. As a state employee you can choose what charitable organizations that you want to benefit from your contribution. To take advantage of payroll deduction, an employee must pledge a minimum of 50¢ per pay period. Contributions may also be made by check or money order.

Missouri's 529 College Savings Plan

Missouri’s 529 College Savings Plan, Missouri Saving for Tuition (MOST) is available to save for post-high school education, while enjoying significant federal and state tax benefits. MOST allows you to accumulate tax-deferred savings for secondary education, including graduate school, using low-cost investments.

The "Work Number for Everyone" is an automated employment verification service that allows you to have your employment and salary verified within a matter of minutes. You must provide a verifier with the State of Missouri Company Digit Authorization Code if you want your salary information released. The State of Missouri company code is 10106.
