The following legislative changes affect the Missouri Department of Revenue's motor vehicle and driver license processes and are effective August 28, 2026.

Disabled Placard Duration (HB 1827)

This provision extends the disabled placard duration from 4 years to 8 years and adds occupational therapists to the list of medical service providers who can authorize disabled placard and disabled license plate issuance.

Motor Vehicle Registration Medical Notation (HB 1840

This provision creates a medical notation for speech impairment to be reflected on a person’s motor vehicle registration, assessable to law enforcement through MULES. This provision goes into effect when the Departments MVDL System Integration is complete.

Emissions Requirements for Farm Vehicles over Ten Years Old (SB 1033)

This provision exempts vehicles older than 10 years old registered as farm trucks from vehicle emission requirements.
