Bowling Green License Office Gets New Agent & Location

JEFFERSON CITY - Koester & Koester will be the new agent for the Bowling Green Motor Vehicle and License Office.  The winning proposal was chosen as part of a competitive bidding process that is used for all of Missouri's local license offices.

The winning bid was one of five submitted for the office.  Koester & Koester is affiliated with David Koester, Sr. and David Koester, Jr., both of Bowling Green.  The Koesters have been the agents for the Mexico and Fulton License Offices since 2009.

The Bowling Green License Office will be moving to a new location.  The office will be located at 1420 S. Business Highway 61.

The management contract for the office became open in December when the state canceled the contract with the previous office agent.

The opening day and any changes in office hours or other operations of the license office will be announced by the new agent.

According to figures from Fiscal Year 2010, there were an estimated 18,394 transactions conducted at the Bowling Green office, and it generated about $62,584 in agent processing fees.

Bidders have the option of returning part of the office revenues to the state.  Koester & Koester's winning bid included a 3 percent ($1,877) return to state.  About $1 million is estimated to be returned to the state during the first contract year from all 183 local license offices.

Although the Missouri Department of Revenue implemented the new bidding system in January of 2009 after being authorized to do so by Gov. Jay Nixon, it didn't become part of state law until legislation was signed by the Governor in the summer of 2009. The new law was overwhelmingly approved by both Republican and Democratic members of the Missouri Legislature.

Alana M. Barragán-Scott, director of the Missouri Department of Revenue, said she was pleased the new office will be opening soon.

"I'm confident that the new office will be run efficiently and provide excellent service to the citizens in the Pike County area," she said.

During the interim period before the new Bowling Green License Office opens, there are several other area license offices where Pike County customers can go to conduct transactions.  The offices, their addresses, phone numbers, and operating hours are:

Louisiana - 202 S. Third St., Suite 113, (573) 754-6864, Monday through Friday, 8 a.m. to 4:30 p.m.; Last Saturday of the month, 9 a.m. to Noon; Closed for lunch (Monday through Friday), 12:30 p.m. to 1:30 p.m.

Vandalia - 200 E. Park St., (573) 594-3131, Monday through Friday, 8 a.m. to 4 p.m.

New London - 112 E. Fourth St., (573) 985-3560, Monday through Friday, 8 a.m. to 5 p.m.; Closed for lunch (Monday through Friday), Noon to 1 p.m.

Elsberry - 106 N. Third St., Suite B, (573) 898-2213, Weekdays (except Wednesday), 9 a.m. to 5 p.m.; Wednesday, 1 p.m. to 5 p.m.; Second and fourth Saturdays, 9 a.m. to 1 p.m.; Closed for lunch (Monday through Friday), Noon to 1 p.m.

Many Pike County citizens can also renew their motor vehicle registrations (license plates) online at www.plates.mo.gov

All local license offices provide services that are overseen by the Department of Revenue, but each office is operated by an independent agent.
