Competitive Bid Process Will Determine Management of Linn License Office

JEFFERSON CITY - Interested groups or individuals will have until March 25 to submit bids to operate the Linn License Office.

The new competitive bidding process to select a local license agent was initiated by Gov. Jay Nixon in January of 2009.  Subsequent legislation by the Missouri Legislature permanently put into state law the concept of competitive bidding for license offices.

There have been two previous rounds of bidding.  During those bid periods the current agents for the Linn License Office, Terry and Lawrence Rudroff, withdrew or declined to bid, and there were no other bidders.  

The Linn License Office is located at 1205 E. Main St.  In Fiscal Year 2009, the office conducted 14,552 transactions and generated $49,032 in local agent processing fees.  A copy of the state proposal that bidders can use to develop their bids can be viewed at https://www.moolb.mo.gov/.  To review a proposal, select "Guest" on the home page, click on "Open Bids By Agency," then scroll through the list of bids until the appropriate one is located.  (The bid number for the Linn office is B3Z10188.)  Additional information regarding the bidding process can be obtained at http://oa.mo.gov/purch/vendorinfo/DORoffices.pdf or by calling the Office of Administration at (573) 751-2387.

Common transactions that are conducted at local license offices include renewing or applying for a driver license, renewing or applying for registration on motor vehicles, boats and outboard motors, and applying for titles and paying sales taxes on these units. 

Alana M. Barragán-Scott, director of the Missouri Department of Revenue, noted that bids are closely scrutinized by the department so that area citizens can be confident that a local license office is well managed.

"The department is adamant that any winning bid will include a sound plan for customer service and an accessible, secure office location," she said.  "I'm hopeful that a successful bidder will emerge for the Linn License Office."
