Department of Revenue News Release

Missouri Department of Revenue Director Joel Walters today announced Spencer Bartlett and Maria Sanders as the Department’s new general counsels, effective immediately.

“Maria and Spencer are both dedicated public servants, who have already made a significant, positive impact within the Department,” said Department Director Joel Walters. “Having previously served as deputy general counsels for the past year, they will be able to seamlessly transition into their new roles as the Department’s chief legal counsels. The Department of Revenue is fortunate to have such outstanding individuals as Spencer and Maria at the helm of our General Counsel’s Office.”

The General Counsel's Office ensures the Department’s compliance with law and internal policies, advises the director and divisions on legal matters relative to the Department and represents the Department in courts and administrative tribunals.

Before Bartlett joined the Department in September 2017 as deputy general counsel, he served the citizens of Boone County, Missouri, as an assistant prosecuting attorney for eight years, during which time his cases ranged from minor traffic offenses to serious felony crimes. He previously spent five years with the firm of Haynes and Boone in Dallas, Texas, working in their Business Litigation Section. Bartlett graduated from the University of Texas at Austin School of Law.

Sanders joined the Department in 2003, spending 14 years as part the Income Tax Section of the General Counsel’s Office before becoming deputy general counsel. Prior to that, she spent three years working for a multinational corporation. Sanders earned a Juris Doctor from the University of Missouri-Columbia School of Law and a Master of Laws in Taxation from the University of Missouri-Kansas City School of Law.
