Bidding Process Begins for Six More Missouri Motor Vehicle/License Offices

More than 40 percent of Missouri’s local motor vehicle/license offices have been put up for bid under Gov. Jay Nixon’s plan to improve accountability, efficiency and customer service at the offices.  Six more locations throughout the state were added this week to the list of offices that groups or individuals will be able to bid on to operate.

“Under the old system, the management of some of the license offices was awarded to not-for-profit groups, and some of them were given to people based solely on their political beliefs,” Gov. Nixon said.  “Under our new program, anyone is able to bid, and the winner will be the one with the best business plan.”

Since the reformed bidding process began in January of this year, 78 of the 183 local license offices have been put up for bid.  The six offices that have been put up for bid this week are Kansas City, Mountain View, Pacific, Poplar Bluff, St. Louis (Eastside) and Van Buren.  The Kansas City office is located in the Fletcher Daniels State Office Building at 615 E. 13th St., and the St. Louis office is located inside City Hall at 1200 Market St.  Interested bidders will have five weeks (or until May 19th) to reply to the Request for Proposals (RFPs) released this week by the Office of Administration.

Karen King Mitchell, director of the Missouri Department of Revenue, noted some of the criteria that the department will evaluate when the bids are rated.

“The education and experience of the fee agent, the location, accessibility and security of the office, plans to offer good customer service, and an ability to provide a fiscal return to the state are all factors that our teams will be evaluating,” she said.

Common transactions that are processed at local license offices include renewing or applying for a driver’s license, renewing or applying for registration on motor vehicles, boats and outboard motors, and applying for titles and paying sales taxes on these units.
