January 27, 2009License Office Reform Continues As Six More Offices Are Put Up for Bid
“An office should be run by the person that can do the best job, not who has the most political influence,” Gov. Nixon said. “Soon the customers of six more local license offices will know that the management of their office has been chosen because of a sound business plan, not because of politics.”
The six offices put up for bid today are Deer Creek (St. Louis County – Maplewood), Doniphan, Elsberry, Jefferson City, Joplin and Raytown. Twelve other offices have been bid out since January 13.
Local license offices provide a number of services including the issuing and renewal of license plates, and the issuing and renewal of driver licenses. In the past, the management of the offices was given to political supporters of the governor.
“The Department of Revenue has worked with the Office of Administration to develop a bid proposal which is designed to result in excellent service for future license office customers,” said Karen King Mitchell, director of the department.
Bidders will have five weeks to respond to the department’s Request for Proposal (RFP). The department and the Office of Administration (OA) are in charge of the bidding process and evaluating the bids. A point scale is used to evaluate the bidders’ qualifications, office sites, financial stability, and plans for customer service and efficiency. Consideration is also given if a civic or non-profit organization applies, or if the applicant is a minority, woman or minority/woman-run organization.
