August 11, 2009Competitors to Prepare Business Plans for Branson, Ellington, Paris, Stanberry, Unionville & Vandalia License Offices
JEFFERSON CITY - Interested individuals and groups can today begin to prepare bids to operate six local motor vehicle license offices under a new process championed by Gov. Jay Nixon. The new system emphasizes efficient office operations and incentives to improve customer service.
"In the past, local license offices were sometimes awarded to city governments, local chambers of commerce, and sometimes just to political supporters," Gov. Nixon said. "Now, under the new system, anyone can put forth a proposal, and it will be judged on the merits of the plan and the experience of the bidder."
Gov. Nixon's new competitive bidding process was also recently put into state law after it was approved by large, bipartisan majorities in the Missouri General Assembly.
"Republicans and Democrats both recognized that a change had to be made," he said. "Legislators from both parties saw the need for reform, and they followed my lead by passing legislation that makes customer service the No. 1 goal."
The six offices up for bid this week are in Branson, Ellington, Paris, Stanberry, Unionville and Vandalia. Bidders will have five weeks (or until September 15) to respond to bid proposals overseen by the Office of Administration (OA). Teams from the Missouri Department of Revenue will evaluate the bids.
Alana M. Barragán-Scott, acting director of the Department of Revenue, noted how the new competitive process works.
"The department requires all bidders to fill out detailed proposals," she said. "Bidders have to submit information about their past experience, plans for hours of operation, the office location, other office operations, and whether they plan to return any of their revenues to the state. The department then compares the competing bids, and the bid with the highest score wins."
Common transactions that take place at local license offices include renewing or applying for a driver license, renewing or applying for registration on motor vehicles, boats and outboard motors, and applying for titles and paying sales taxes on these units.
