Interested Bidders Will Have Until March 25 to Submit Proposals to Manage Greenfield License Office

JEFFERSON CITY - Interested groups or individuals will have until March 25 to bid to operate the Greenfield License Office.

The Office of Administration issued a Request for Proposal (RFP) to run the office earlier this week.  The ability for people or groups to bid to run local license offices is part of Gov. Jay Nixon's new competitive process that requires the Missouri Department of Revenue to choose office agents that present the best proposals for customer service and financial efficiency.

This is the fourth time an RFP has been issued for the Greenfield office.  The first RFP issued for the office resulted in no responses.  The second and third proposals each attracted a bidder, but in each case the proposed location for the office was deemed inadequate.

Alana M. Barragán-Scott, director of the Missouri Department of Revenue, noted that bids are closely scrutinized by the department so that area citizens can be confident that a local license office is well managed.

"The department is adamant that any winning bid will include a sound plan for customer service and an accessible, secure office location," she said.  "I'm hopeful that a successful bidder will emerge in this round of bidding."

During Fiscal Year 2009 (July 1, 2008 to June 30, 2009), the Greenfield office conducted an estimated 12,598 transactions and generated an estimated $42,450 in processing fees.  The current Greenfield License Office agent is Darrell Preston, and the office is located at 100 S. Main St.  Potential bidders can propose to keep the office at the current address or submit another adequate location in Greenfield.

Common transactions that take place at local license offices include renewing or applying for a driver license, renewing or applying for registration on motor vehicles, boats and outboard motors, and applying for titles and paying sales taxes on these units.

A copy of the RFP that bidders will use to develop their bids can be viewed at https://www.moolb.mo.gov/.  To review an RFP, select "Guest" on the home page, click on "Open Bids By Agency," then scroll through the list of bids until the appropriate bid is located.  (The bid number for the Greenfield office is B3Z10189).  Additional information regarding the bidding process can be obtained at http://oa.mo.gov/purch/vendorinfo/DORoffices.pdf or by calling OA at (573) 751-2387.
