Motor Vehicle Law Changes

2024 Legislative Session

The following legislative changes affect the Missouri Department of Revenue's motor vehicle and driver license processes and are effective August 28, 2024.

Military Specialty License Plate Fee Waiver (SB 912)

Currently there are numerous military specialty plates that waive the $15 fee. This bill waives the $15 annual personalization fee for all military specialty license plates. Only one set of plates is allowed.

Disabled Placard/License Plate Physician Statement Waiver (SB 912)

This provision allows for a letter from the Veterans Administration, certifying permanent disability, to be accepted as proof of disability for initial issuance and renewal of disabled placard and disabled license plates. Currently this letter can be used as proof of eligibility for renewal only.

Army of Occupation Specialty License Plate (SB 912)

This provision creates a new Army of Occupation Medal specialty license plate. Applicants would have to submit proof of receipt of the Army of Occupation service medal to be eligible for this new specialty license plate.

Disabled American Veterans License Plate Design (SB 912)

This provision removes the design restriction for the Disabled American Veterans Specialty License Plate, which will allow this organization to redesign their specialty license plate.

Missouri Veterans (SB 912)

This provision expands the questions required to be asked regarding veteran status and if the applicant is a veteran, would they like more information regarding information and assistance for benefits and services. If yes, the added question asks the applicant if they would like their information shared with the Missouri Veterans Commission. These questions are required to be on all forms developed or modified beginning August 28, 2024.

Uninsured Motorists (SB 1359)

This provision aligns the implementation of the uninsured motorist program, passed in the 2023 Legislative Session (SB 398) with the implementation of the Department’s Motor Vehicle and Driver Licensing integration system (MoFusion).
