2025 Legislative Session


The following legislative changes affect the Missouri Department of Revenue's motor vehicle and driver license processes and are effective August 28, 2025.

Temporary License Plates (SB 28)

This provision requires all Motor Vehicle sales tax to be paid before a temporary license plate can be issued for that vehicle. This provision goes into effect when the Department's MVDL System Integration is complete.

Military Special License Plates (SB 28)

This provision creates the Space Force military specialty license plates for any active or honorably discharged member of this branch of US Military service.

Conservation Heritage Foundation License Plates (SB 28)

This provision allows for the emblem use donation ($25 annually) to be paid directly to the Department of Revenue for the Conservation Heritage Specialty license plate. Donations can be made by mail, online, or at a license office.

Powersport Dealer Franchise Practices (SB 28)

This provision makes changes to powersport dealer’s franchise agreements, including the ability for franchisees to sever these agreements, and includes requirements of the franchisor to repurchase inventory and parts in certain situations.

Freedom 13 Specialty License Plates (SB 348)

This provision creates the Freedom 13 specialty license plate. Once all requirements are complied with from this organization and the manufacturing of the plate is approved, applicants will have to submit proof of a $25 annual emblem use donation along with the application for specialty license plate (Form 1716) and the $15 reservation fee.

Vehicle Dealer Admin Fees

This provision adds language to allow Trailer Dealers to collect an administrative fee during sales transactions, and if collected remit 10% to the Department.

Fingerprint Background Checks (SB 81/SB  71)

This provision allows the Department to use fingerprint background checks for dealer licensure and renewal, and requires such fingerprint background checks to go through the Missouri State Highway Patrol. This requirement will begin for any Missouri dealer licensure application or renewal on or after January 1, 2026.

MVDL Confidential Records (SB 28)

This provision adds “retiree” to the current individuals eligible to request for their and their immediate family members’ Motor Vehicle and Driver License records to be restricted and prohibited from release.

License Office Fee Increase (SB 3)

This provision increases license office processing fees to $9 for a one-year vehicle registration, title application, notice of lien, and driver license/ID or permit issued for a duration of 3 years or less, $18 for a two-year vehicle registration and driver license/ID issued for a duration over 3 years, $27 for 3-year trailer registration, and $45 for permanent trailer registration.
