New Fee Agents Chosen for Mexico & Springfield (Fremont Ave.) Motor Vehicle License Offices

A not-for-profit corporation is one of two new fee agents chosen to manage local motor vehicle license offices in Springfield and Mexico.

Alternative Opportunities, Inc. has been awarded the right to run the license office at 3061 South Fremont Ave. in Springfield.  Alternative Opportunities, Inc. is a Springfield-based not-for-profit with a mission of providing career training, services to disabled Missourians and help for families in crisis.  The license office will remain at the South Fremont location.

The license office in Mexico has been awarded to Donald E. Koester, Jr. and Donald E. Koester, Sr.  The license office will also be located at the former location, 201 North Abat Street.  The office was closed at the end of last year by the former fee agent.

Details about the operating hours of the offices will be announced by the new agents.

The South Fremont and Mexico offices are the latest offices to have their management chosen using a new bidding process that was implemented when Gov. Jay Nixon took office on Jan. 12.  The new system calls for people or groups to submit detailed bids to obtain the management contracts to operate the offices.  The South Fremont office received three bids and there were two proposals for the Mexico office.

Karen King Mitchell, director of the Missouri Department of Revenue, said the process has gone well.

“The teams evaluating these bids were looking for the best business plan for each office,” Mitchell said. “I am proud of how thorough and conscientious the teams were.  I’m also glad that the Mexico office will be able to reopen soon.  I know it has been inconvenient for the people in the Mexico area, and we are optimistic that the new agent will provide excellent customer service.”

As part of their bids, the new license office agents agreed to return some of their profits to the state.  The cumulative amount of estimated annual funds that will be returned to the state from the four license offices that have been awarded under the bidding process is $47,918.  (The Hannibal and Moberly offices were awarded in March).

“The willingness of agents to return some of their profits is a great cost-efficiency measure for the state,” Mitchell said.

All 183 local license offices provide services that are overseen by the Missouri Department of Revenue, but each office is operated by an independent contractor.  Transactions that are conducted at these offices include the issuance and renewal of driver licenses, applying for titles for motor vehicles, and the issuance and renewal of registration for motor vehicles, boats and outboard motors.
