July 28, 2009Competition Begins for Greenfield, Kingston, Monroe City, Monticello, Mound City & New Madrid License Office Contracts
JEFFERSON CITY – In an effort to improve accountability and performance at local motor vehicle license offices, interested bidders will compete for the management contracts for six local offices. This new process, championed and implemented by Gov. Jay Nixon, replaces the former system of political patronage that awarded offices to people based on their political connections.
“Although some offices in the past have been awarded to local cities or not-for-profit groups, most were awarded through a patronage system to political supporters,” Gov. Nixon said. “Now, each interested person or group submits detailed plans that show how they will run their office. How a license office will be operated is now the most important consideration in determining who gets to run an office.”
The governor also recently signed legislation that permanently puts the new competitive bidding process into state law.
“Republicans and Democrats both recognized that a change had to be made,” he said. “Legislators from both parties saw the need for reform, and they followed my lead by passing legislation that finally gets rid of the license office patronage system.”
The six offices put up for bid this week are in Greenfield, Kingston, Monroe City, Monticello, Mound City and New Madrid. Bidders will have five weeks (or until September 1) to respond to bid proposals overseen by the Office of Administration (OA). Teams from the Missouri Department of Revenue will evaluate the bids.
Alana M. Barragán-Scott, acting director of the Department of Revenue, noted how the new competitive process works.
“The department requires all bidders to fill out detailed proposals,” she said. “Bidders have to submit information about their past experience, plans for hours of operation, the office location, other office operations, and whether they plan to return any of their revenues to the state. The department then compares the competing bids, and selects the one that is the most efficient and makes it easier for customers to conduct their business at the office.”
Common transactions that take place at local license offices include renewing or applying for a driver license, renewing or applying for registration on motor vehicles, boats and outboard motors, and applying for titles and paying sales taxes on these units.
