Interested Bidders Have Until Nov. 12 To Submit Proposals to Manage Alton License Office

JEFFERSON CITY - The management of Alton's local motor vehicle and license office will be awarded through a competitive bid process.  

A Request for Proposal was issued today by the Office of Administration for the Alton License Office.  Potential bidders will have five weeks (or until Nov. 12) to respond to the proposal.  

Allowing any interested person or group to bid on the right to operate a license office in Missouri is part of a reformed process implemented by Gov. Jay Nixon. The goal is to make offices more accountable to citizens, and to have the management awarded to those who develop the best business plans for the offices. After bids are received by the Office of Administration, teams from the Missouri Department of Revenue evaluate the bids.  

This will be the second time the Alton office has been put up for bid this year.  A previous Request for Proposal was issued by the state on Aug. 25, and bids were due Sept. 29.  The proposal, however, received no responses.  

Alana M. Barragán-Scott, acting director of the Department of Revenue, said she hopes more people or groups will consider bidding on the Alton office.  

"Although the department was disappointed no one bid on the first proposal, I'm hopeful that an interested individual or group will submit a bid this time," she said.  "There have been only a few instances when license offices did not receive any initial bids, but people came forward with proposals by the time each of the new bidding periods ended."  

During Fiscal Year 2008 (July 1, 2007 to June 30, 2008), the Alton office conducted an estimated 9,619 transactions and generated an estimated $30,553 in processing fees.  The Alton License Office agent is Kristie Rackley.  The current office is located about 1.3 miles north of Alton off of Highway 19, just past the intersection with Route AA.  Bidders, however, will have to propose a location that is located within the city limits of Alton.  Potential bidders can view the public areas of the current office during normal operating hours.  The office is open from 8:30 a.m. to 4:30 p.m. Mondays through Fridays, but it is closed for lunch from 1 p.m. to 2 p.m. each weekday.  The office is also open on the last Saturday of each month from 9 a.m. to noon. 

Common transactions that take place at local license offices include renewing or applying for a driver license, renewing or applying for registration on motor vehicles, boats and outboard motors, and applying for titles and paying sales taxes on these units.
