Documents Required to Obtain a Missouri Driver License, Nondriver ID, or Instruction Permit

New Missouri Resident (with an out-of-state driver license or nondriver ID)

A new Missouri resident with an out-of-state driver license or nondriver ID, either valid or expired no more than 184 days, must provide acceptable documents of the following:

  • Proof of Identity;
  • Date of Lawful Status;
  • Proof of Social Security number; and
  • Proof of Missouri residential address.
    • NOTE: A new applicant requesting a REAL ID-compliant document, a Commercial Driver License or a Commercial Learner's Permit must submit two acceptable documents as proof of Missouri residency and state of domicile.

Acceptable documents:

Additional documents will be required to verify an alternate mailing address or name change, if your current full legal name is different from the name on your identity or lawful status document.

If the out-of-state driver license or nondriver ID is lost, stolen, or destroyed, you may instead submit a current Clearance Letter from that state, or other affidavit of lost license that includes the out-of-state license number and classification, endorsements, and restrictions to allow waiver of the Missouri knowledge and skills testing. A person surrendering a valid driver license or a license that is within 184 days of original expiration date from a U.S. jurisdiction or specific U.S. Territories, may be eligible for transfer without additional knowledge or skills testing if all other status and eligibility requirements have been met.

EXCEPTION: To retain a hazardous materials endorsement at the time of transfer of a commercial license form another state, you must complete a Missouri hazardous materials knowledge test prior to application. At the time of application, the office will also be required to call to request that your previous Transportation Security Administration (TSA) Threat Assessment results be transferred to the Missouri driver license record system.

Upon application for a Missouri driver license, nondriver ID, or permit, any previously issued out-of-state document will be invalidated. For example, if you held a driver license in another state and applied for a nondriver ID in Missouri, the prior driver license will be considered surrendered and the other state will be notified to cancel the privilege.

NOTE: IF you are upgrading your driver license, take the above documents to an MSHP driver examination station when you take the written, vision, road sign recognition, or driving tests.

New Missouri Instruction Permit or Driver License (first-time driver)

A new Missouri resident or a resident applying for a first-time instruction permit or driver license must provide acceptable documents to verify the following:

  • Proof of Identity;
  • Date of Lawful Status;
  • Proof of Social Security number;
  • Proof of Missouri residential address; and
  • Driver Examination Record (Form 100) from the Missouri State Highway Patrol (MSHP) indicating successful completion of tests (not required for nondriver ID card).

NOTE: A new applicant requesting a REAL ID-compliant document, a Commercial Driver License, or a Commercial Learner's Permit must submit two acceptable documents as proof of Missouri residency and state of domicile. Renewal

To renew your driver license or nondriver ID, you must present acceptable documents to verify the following:

  • Proof of Identity;
  • Date of Lawful Status;
  • Proof of Social Security number; and
  • Proof of Missouri residential address.

    NOTE: A renewal applicant requesting a REAL ID-compliant document, a Commercial Driver License, or a Commercial Learner's Permit must submit two acceptable documents as proof of Missouri residency and state of domicile.

If you have a current Missouri driver license, nondriver ID or permit record with a previously verified Social Security number on file, you may be eligible to provide your number verbally to complete the required electronic verification inquiry to the Social Security Administration. If the electronic verification fails, you will be required to present a physical document to verify the number; or you may be referred to the Social Security Administration for resolution.

Additional documents will be required to verify an alternate mailing address or a name change, if your current name is different from the name on your identity or lawful status document.

If you are a current noncommercial permit, noncommercial driver's license or nondriver license identification cardholder applying for a renewal, duplicate, upgrade or downgrade and the address on your current printed document is the same, you may be eligible to self-certify and waive submission of physical address verification documents.

You may be eligible to self-certify your residence and mailing address remain the same if you are:

A current REAL ID-compliant cardholder with previously verified residence and mailing address documents scanned and stored on record; or

  • A current non REAL ID-compliant cardholder who opted to have their address verification and other supporting documents scanned as part of their prior transaction.

If your residence or mailing address has changed, you will be required to submit acceptable address verification documents at the time of processing your REAL ID or non REAL ID transaction

Eligible Missouri driver license, nondriver license or noncommerical permit applicants may apply for a remoter renewal using online service options available at https://mydmv2.mo.gov/TAP/.

Remote Renewal Eligibility

  • Must be age twenty-one to forty-nine years of age.
  • Must have a United States citizenship document verification indicator on file.
    • Persons with USCIS issued immigration documents must apply in person and submit documents for review and SAVE verification at the time of application.
  • Driver license or noncommercial permit applicants must provide information confirming completion of a vision examination within twelve months prior to renewal application.
  • Prior application must have been an in-person application. Only one remote renewal will be allowed between in-person applications. 
  • Credential must be eligible for renewal. Valid or within 184 days after expiration date.
  • Must meet driver history evaluation criteria, that includes record information from Missouri and any other reporting state that would deny issuance.

Duplicate

A duplicate card may be issued if you're applying more than 184 day prior to your current expiration date to replace a lost or stolen document, request a change of address on the printed card, or to request a change of name or other primary personal information. A duplicate may also be issued when requesting the addition of an optional indicator (such as a veteran, organ donor, permanent disability, or boater safety notation) to be placed on your driver license or nondriver ID. Additional documentation may be required when requesting certain optional indicators. You may apply and pay for a replacement driver license, nondriver ID, or instruction permit at any Missouri license office.

An applicant for a duplicate non REAL ID-compliant or duplicate of a previous REAL ID-compliant license, permit, or nondriver ID must provide acceptable documents to verify the following:

  • Proof of identity; and
  • Proof of Missouri residency.

    NOTE: An applicant requesting a duplicate REAL ID-compliant document, a Commercial Driver License or a Commercial Learner's Permit must submit two acceptable documents as proof of Missouri residency and state of domicile.

If you are eligible for a duplicate and you are requesting an initial REAL ID-compliant driver license or nondriver ID, you will also be required to present acceptable documents to verify:

  • Lawful status; and
  • Social Security number.

If you have a current Missouri driver license, nondriver ID, or permit record with a previously verified Social Security number on file, you may be eligible to provide your number verbally to complete the required electronic verification inquiry to the Social Security Administration. If the electronic verification fails, you will be required to present a physical document to verify the number; or you may be referred to the Social Security Administration for resolution.

If you are a current noncommercial permit, noncommercial driver's license or nondriver license identification cardholder applying for a renewal, duplicate, upgrade or downgrade and the address on your current printed document is the same, you may be eligible to self-certify and waive submission of physical address verification documents.

You may be eligible to self-certify your residence and mailing address remain the same if you are:

  • A current REAL ID-compliant cardholder with previously verified residence and mailing address documents scanned and stored on record; or
  • A current non REAL ID-compliant cardholder who opted to have their address verification and other supporting documents scanned as part of their prior transaction.

If your residence or mailing address has changed, you will be required to submit acceptable address verification documents at the time of processing your REAL ID or non REAL ID transaction

Eligible Missouri driver license, nondriver license or non-commercial permit applicants who are more than 184 days prior to expiration date may apply for a duplicate credential through the Departments online service option available at https://mydmv2.mo.gov/TAP/

Eligibility

  • Must have a valid Missouri credential.  
  • Must have a United States citizenship document verification indicator on file.
    • Persons with USCIS issued immigration documents must submit documents for review and verification at time of application.
  • Must meet driver history evaluation criteria, that includes record information from Missouri any other reporting state that would deny issuance.
  • Drivers may be denied a remote duplicate if last application was a remote application. Limitations on number of remote applications between in-person visits will be applied.
